 Building a Working Policy for Distance Education by Connie L. Dillon, Distance education offers the potential to further the mission of the community college in significant ways. However, the practice of education will not change without corresponding changes in our fundamental views of teaching and learning as these are reflected in the total of our state, federal, and institutional policies. In many ways the community college offers other sectors of higher education a vision for the future. This issue presents some of the policy issues confronting higher education in the age of distance learning and discusses the implications of these issues for the community college. Ken has written a number of journal articles and books and has taught online courses for the University of Phoenix (UOP) for ten years. He served as Assistant Department Chair for General Studies at the UOP Online Campus, San Francisco, and is a past member of the University's Academic Cabinet. Jason D. Baker is an associate professor of education at Regent University, where he teaches and conducts research about online distance education. He earned a B.S. in Electrical Engineering, a M.A. in Education, and a Ph.D. in Communication. Jason has written a number of Internet-related books and articles. He has advised and trained faculty in the use of educational technology, both in traditional classes and in the design of online classes, and has been an active online instructor and distance learner since 1996. Distance education - Distance education or distance learning is a field of education that focuses on the pedagogy/andragogy, technology, and instructional systems design that is effectively incorporated in delivering education to students who are not physically "on site" to receive their education. Instead, teachers and students may communicate asynchronously (at times of their own choosing) by exchanging printed or electronic media, or through technology that allows them to communicate in real time (synchronously).
